Development Director

Professional Background:
Since 2012, Justin has managed large senior housing and multi-family projects, along with experience in commercial leasing and development. His expertise spans all phases of land development, from site acquisition and permitting to construction and lease-up. He has successfully developed projects across the Mid-Atlantic, Southeast, and Midwest regions. Justin holds a bachelor’s degree in economics from Christopher Newport University and an MBA from Virginia Tech.

What He Does at River Rock:
Justin joined River Rock in 2024 and oversees the land development process, including due diligence, land entitlements, design, and permitting. He works closely with the in-house site acquisition, finance, and construction management teams to ensure the successful planning and execution of development opportunities.

What Drives Justin:
A true “people person,” Justin thrives on collaborating with multiple stakeholders to navigate complex challenges and bring projects to life. He finds immense pride in transforming undeveloped land into vibrant communities that residents love—watching a project evolve over several years into a thriving neighborhood is one of his greatest joys.

Beyond Work:
Outside of work, Justin enjoys traveling, trying new foods, and attempting to improve his golf game. He also loves spending time with his dog, Nubbin.
